Sweet Home Chicago stalls again

An affordable housing ordinance dubbed Sweet Home Chicago suffered another delay Wednesday when the Chicago City Council failed to bring it up for a vote. The ordinance initially set out to mandate that 20 percent of tax increment finance money go toward creating low-income housing.
