Women's Park sale, medical district buying land

Two items of local interest included on the November agenda of the the city's Community Development Commission.
The city will sell the South Loop's Women's Park to
the Chicago Park District, according to the agenda. And the Illinois Medical District is
purchasing land from the city at Hastings and Paulina, the agenda says.

NEAR SOUTH REDEVELOPMENT PROJECT AREA (WARD 2)
Request authority for the Department of Community Development and the Department of Zoning and Land Use Planning to enter into a negotiated sale with the Chicago Park District for disposition of the Women’s Park and Gardens located at 1813-23 S. Indiana Avenue, 1835-39 S. Indiana Avenue and 1806-38 S. Prairie Avenue in the Near South Tax Increment Financing Redevelopment Project Area.
WESTERN/OGDEN TIF REDEVELOPMENT PROJECT AREA
Request authority for the Department of Community Development to enter into a negotiated sale with the Illinois Medical District for the disposition of the property located at the southeast corner of Hastings and Paulina streets in the Western/Ogden Industrial Corridor Tax Increment Financing District.

The medical district is planning two major projects near the site they're going to buy: a "vertiport" -- a new helicopter landing pad, essentially -- on the parcel bound by Hastings to the north, 15th St. to the south, the Pink Line to the east and Wood to the west.
A Costco has been discussed for the land bound by Hastings to the north, 15th St. to the south, Ashland on the east and the Pink Line on the west.

Isn't there a heliport in front of Cook County Hospital they could use?

What kind of dope is the IMD smoking when they need a Costco-sized facility to land a helicopter? The parcel is nowhere near emergency rooms, so I assume it's just for maintenance. We need to turn that whole area back into an actual neighborhood.

Won't the heliport constitute parking, and as such the city will have to pay LAZ under the parking meter agreement?
