St. Stephen's sold

Rogers Park-based real estate developer Barry Chernowsky has purchased St. Stephen's Terrace Apartments, a complex of affordable housing units located at the southeast corner of Jackson and Western, for $4.6 million, according to property records.
Approximately one year ago, City of Chicago building inspectors combed through
the property, marking 247 building code violations in 15 buildings in the property, which includes town homes and three mid-rise buildings. City prosecutors have tied the previous owners up in housing court, demanding improvements.
Residents of St. Stephen's had charged the previous owners, the Los Angeles-based InterCoastal Group, with poor management, complaining of vermin infestations and a lack of security in the complex.
